Support for National Action Plans and Costing
Developing and implementing a National Action Plan requires more than technical guidance — it requires practical support, structured costing, and the ability to translate plans into funded and implementable programmes. Tailored technical assistance is available to governments, institutions, and partners working on antimicrobial resistance, health security, and broader health system strengthening.
Introduction
National Action Plans on Antimicrobial Resistance are only effective when they move beyond strategy into concrete, funded, and implementable action. Yet many countries face significant challenges in translating their high-level commitments into operational plans that are costed, coordinated, and financially sustainable over time.
Support is available across the full NAP cycle — from initial situational analysis and plan development through to costing, financing, implementation, and plan renewal. This spans both technical and facilitation dimensions, ensuring that the process engages the right stakeholders, reflects national priorities, and produces results that can be used to mobilize resources and guide implementation across sectors.
Services Overview
Training & Capacity Building
Tailored training programmes on the WHO AMR Costing and Budgeting Tool and related methodologies, delivered face-to-face, hybrid, or fully online. Designed to build lasting national capacity so that stakeholders across sectors can independently use the tool, interpret results, and apply findings in planning and budget discussions.
NAP Costing Support
Hands-on support to countries in costing their NAPs using a structured bottom-up approach. This includes translating strategic plans into operational activities, defining inputs, quantities, and unit costs, consolidating results into national cost estimates, and identifying funding gaps and priorities. Costed NAPs are essential for moving from planning to implementation and for engaging with ministries of finance and development partners.
NAP Development
Support throughout the NAP development process, including situational analysis and gap assessment, stakeholder engagement and multisectoral coordination, defining strategic priorities and operational plans, and aligning plans with national and international frameworks. This ensures that NAPs are realistic, actionable, and grounded in the country’s specific context and existing systems.
Investment Cases
A costed plan forms the basis for a strong investment case. Support includes developing funding proposals, building the financial and economic arguments for AMR interventions, and structuring evidence-based cases that resonate with ministries of finance, global health funds, bilateral donors, and regional development banks.
Resource Mobilization
Assistance in engaging donors and development partners, identifying opportunities for integrating AMR into national health budgets, and strengthening countries’ ability to present financing needs in a structured, credible way. Evidence shows that costed NAPs significantly improve countries’ capacity to mobilize funding and prioritize interventions within available resources.
Updating Existing Plans
Many countries have existing NAPs that require revision and strengthening. Support is provided to review and update plans in line with new priorities and global guidance, refresh costing and budgeting, and reinforce implementation frameworks. This ensures continuity, long-term sustainability, and alignment with evolving national and international standards.
